Do you have a picture of you 2 together?  Buy a inexpensive frame for it, paint it and decorate it.  Maybe write something on it like Sisters forever or I love my sister!

A locket or perhaps a charm bracelet.

The charm bracelet is good cause you then have more presents going forward.

make.. a bird house or maybe a jewlery box. I'm 13 but... I dunno wat i'd want if someone made it... I guess (i'm an avatar the last air bender fan) a staff like aangs (if she likes that kind a thing...) or a necklace, with a silk band (the part that goes around the neck) and a wooden round pendant thing... thats my ideas... if i think of more i'll add to this list.
