My sister is working in Norway, she has a 3 - yr old daughter, can she hire somebody from the Phil.?

My sister is working as Nurse in a government hospital and her husband as Engineer in a private company in Norway. They have a 3-yr old daughter and they have to leave their child to somebody when they report for work and are paying for it. Are they allowed under the Norwegian Law to hire somebody from other country?
