My sister whose husband is american citizen got visa refused, can apply for visa again?

my sister married to american citizen, when she applied for a visa and undergo to medical exam found out that she gave a false statement. Reasoned for denying her visa and even banned her fo many years. now its been 15years since America banned her for entry & only her husband live in USA visits them twice a year. is there any chance for her now to apply for visa again? hence shed already serve her penalty more than a decade. if there is where her husband will go to seek help and assistance? can their adopted son can go with her even they did not adopt him in legal way?

Yes, they changed the requirements for a Spouse visa sometime in the 1990s. With all the other legal things you mention, it would suggest your brother-in-law needs an immigration attorney.
