u can use the birth cirtificate or a state I.D

Depends what nationality he is.  UK citizens must show a valid passport, but other EU citizens are ok with their national id cards...

As someone else said, it's strictly either a passport or EU ID card if he isn't British..

If you have neither of those you will need to go to an embassy/consulate to receive the necessary documentation to allow you to enter the United Kingdom.
