Is there any other requirements? Does he have to retake the course and wait another year? Or can he still get it in texas other than North Carolina.

  1. If the permit is within the stipulated time period then you have to get a NOC (no objection certificate ) from TX and submit in the NC in the Traffic commissioner office and change the register number as per the NC rules and regulation

  2. I would suggest getting it before he moves.  Its easier to transfer a licenses than it is to transfer a permit.

A lot of states don't accept permit transfers, so he would have to start from square one in that case.

But, if he has a license, he just has to go in and transfer it.  He will need proof of address and such... but I just moved to NJ from PA and it took me all of 15 minutes to get my new license.
