My son is in the National Guard here in Washington and is wondering if Guardsmen can also be State Troopers?

Why not?  Many National Guard and reservists are in law enforcement.  Many of the reservists I work with are either city police or deputy sheriffs, so I would expect it would be fine for them to also be state troopers.
