100 is the average IQ for everybody, regardless of age.  An IQ greatly below that usually indicates some sort of developmental disability, and and IQ greatly above that usually indicates above-average intelligence.

The score you've given indicates that your son has some major developmental disabilities that would have been noticeable since he was very young.  If that isn't the case, then the score has to be inaccurate.  There are ways to basically "fail" an IQ test, especially if the tester doesn't want to be taking it.
