My student loan was to be deposited today into my account and it is not there. Who can I sue?

Seriously, my food stamps are almost all and I'm in need of ciggerettes since these brats are out of school and driving me crazy. If I smack one of my kids because my nerves can't take it without my nicotene fix who can I sue? Will the government be liable since it is a FAFSA loan? What about my college? I'm in need of real, true, quick advice!! Serious answers only. I am hoping to hear from others who were in my situation here.
