at that age his neurons can not get alcohol at all. It could have likely damages. Better he waits. Ive drunk red wine when I was 14; just a little bit. And I've got drunk the first time at 19yo. If it does not happen at all, it is better: getting drunk is not so fun. If you need it to have fun, you have a problem. If you think getting drunk is fun... you need reconsider this.

I would not allow it - drinking is illegal before age 18 ( I've heard it may be increased to 21, to bring it in line with the smoking law). Don't forget, the earlier a person starts drinking, the earlier the damage associated with it develops. Just remind him that you love him, and don't want him to start drinking while he is so young.
