My terrain has a big red bubble coming out uf his tail only does it now and again any one had this happen?

I'm assuming you meant terrapin. You have a male, it is the p***s you are seeing. Males will often evert them for no obvious reason. They can be a variety of shapes, roundish being one of them and can range from red to almost purple in colour. As long as the tissue goes back in then all is well. Any tissue that protrudes from the vent and remains out should be seen by a vet.
