My title company hasn't paid the large water and gas bills of previous owners

My mortgage guy owned this title company. The money was set aside to the escow account, but he hasn't paid to the water company and gas company yet (it's now more than 1 month since the closing date). He never picked up the phone and answered my email. What I can do? Thanks.

call the department of Financial institutions in your state they will answer their calls for sure.
