  1. Could be low water pressure...  If your tank fills with water VERY slowly, your shut off valve could be closed or defective or the ballcock (the water refill system inside the tank) could be defective.  Are you having water pressure problems anywhere else in your house?

  2. Your float on your ballcock valve is stuck or not working.  I also like James R answer

  3. My toilet does the same thing every once in a while. One possible cause for this is simply that it's plugged. If that's it, a few thrusts with a plunger should fix the problem. In my experience, I have to plunge once, flush, then plunge again and flush. Then there's no more problem. So try that.

  4. If the water level is constantly fluctuating after you flush (make the sure the water is not draining out of the flapper - it's the rubber piece that the handle pulls up when you flush) it sounds like you need a fill valve. There are 2 major types used a cup and ball type fill valve. A cup type fill valve only costs around 8 bucks and is relatively easy to put in. Just follow the instructions and don't over tighten the white nut under the toilet (it may crack it). Just tighten enough so it doesn't leak. You can then adjust the cup height to the desired water level in the toilet tank. "The fill valve is what controls the water flow into the tank. If it does not work right it may let water come in slow, not at all or it may let water in always. It also affects the water level." If you have a ball type float it may be snagging on something, the rod needs to be bent for adjustment or needs replacement - us a cup valve. Unless you are on a well system with a alot of minerals.
