  1. Since you want to try to get a fix as cheap as you can try bending the rod just a little that the ball is attached to and do it a little at a time until it starts to flush normally. What is happening is the ball is a float and it is shutting off to quick with out letting enough water fill to the level in the tank. You should be able to tell where the level use to be in the tank because there will be a ring around the inside of the tank.

Just bend the rod until it stops running up to the ring when the ball is right it will shut off and there should be the right level of water to flush through the bowl properly.

Don't let the water go above the ring in the tank because then it might over flush and run over your bowl and make a mess.

If this doesn't work you may have to buy a new float assembly for the tank. You should be able to buy one pretty reasonable at Home Depot or Lowe's. Hope this helps

  2. You can purchase a new fill valve and flapper at Home Depot for about $ 11. The valve sounds like it is bad to me. Replacing it is pretty easy.

Turn the water off at the valve at the wall.

Empty the tank by flushing and sponge the rest of the water out.

Unscrew the nut holding the water line to the valve at the base of the tank.

Remove the nut from the base of the fill valve at the base of the tank.

    Remove the fill valve.

Check the length of the old fill valve. (This is important)

Adjust the height of the new valve per instructions to match the old one.

    Install in reverse of removal.

Turn the water on and check for leaks.

You might need a pair of medium sized channel lock pliers to use on the nuts, but that is the only tool needed.

I always change the flapper when I work on the tank since the tank is empty and it's easy to do.
