My unit is running but not cooling

Question

A couple days back I noticed the inside temp to be 90 degrees so I looked indoors and out, I noticed my outside fan not running. so I hit the circuit breakers and tries turning unit off then on and the fan would only turn on for moments, the unit is running but no cold air. I cannot reach the main unit-it is in the garage ceiling, this has never happened before. I only rent the place but if it is a easy fix Ill do it myself. Any suggestions?
