My uromastyx looks like his mouth is open and he is panting. Is that normal?

To a degree it is normal, my bearded dragon looks like he is "singing" with his mouth open. Maybe you have the heat up a little high, try to lower it and check the humidity levels. They do it to cool off sometimes.

not normal at all.Make sure he is eating.Try misting his lettuce.He may be dehydrated.

Hes probably dehydrated. try to lower the heat in the tank and the humidity, and wet the lettice before you feed it.
