My wife has been given a c-3 visa can she change to f-3 once in korea?

I am an E2 visa holder. My wife applied for a F3 visa at the Korean embassy in Manila. They gave her a C3 visa. They told her she can change her visa status once in Korea. We were not issued with a visa issuance number because we applied for her visa ourselves.

I am not sure that this is the correct. The documents I sent were all necessary for her to attain a F3 visa. I have tried calling other immigration offices but they have been less than helpful as have other embassies.
