My wife is going to apply for australia student visa in sep 2008, do i need to clear ILETS to go with her?

i heard student visa rules are going to change in oct 20008.

as per them if wife is going on student visa , then husb also has to clear IELTS for dependent visa, i mean both hav to clear IELTS. Is it true, rules r going to change?
