  1. Use a utility knife to cut around the "paint seal" then use a flat bladed pry bar or screwdriver to work the window open.

  2. try cutting the lines where they open like around the window, with like a blade or knife

  3. bust them open with ur foot

or be more logical about it and go to home depo and ask them or lowes

  4. Use a small paint brush to apply paint remover on the edge where the window meets the window frame. Also apply it anywhere the window might be sticking because of the paint. Let it sit for a good long time and then use a utility knife and run it along the same area where you used the paint thinner.

  5. They have to open them, that leaves you no way to get out in case of a fire! call  housing authority

  6. I had the same problem with old timber double hung windows that had been painted over several times.

I got then open by using a paint scraper and hammer.

Place the paint scraper into the gaps were the window should open and lightly tap it in with a hammer. Do that all around the window and in no time at all your window will become unstuck. I did this without causing any damage to the windows.

The type of paint scraper I used looks like the one in the site below.

  7. You did not describe what type of windows you have.  If it is a double hung, wood with too much paint.  take a heavy duty puddy knife and a hammer.  Slide the puddy knife into the seem between the sash and the molding.  Get the knife in to this crack all the way around and keep doing it until the window moves.

    Good Luck

  8. You need to bowtorch the edges to free them. Get an Acetlyne Torch, set if for "plasma" and have at it!

  9. Assuming the paint is the problem, take a razor blade and cut the paint from the window sill.  Be sure not to damage the window though.
