My working visa was denied,what could be their basis of denying my visa?

i have my LMO,and other documents to support my application.the officer comments that i have not demonstrated ties that will satisfy him of my intention to return to philippines by end of my contract

This is one thing the consul does not tell the applicant, the denial is discretionary.
