Yes, it is legal.  There is nothing in those files that should worry you.  If there would, you would have known about them a long time ago.  Your ex cannot take you back to court to have any part of the divorce redone.

Most court files are public record so if you're talking about documents that were filed with the Court, yes that's legal.  Or, if you're just talking about the file that your ex-husband's lawyer maintained in his office, that's legal too.  Timing in either instance is not a factor.  Your husband has a right to his lawyer's file and the file maintained at the courthouse.  Just like you have a right to your lawyer's file and the file at the courthouse.
