Mysterious sub-titles?

have you ever tried in some tv's when you mute them, the show pops out subtitles, and it works in commercials too, and im just wondering if it's the show who made them and prepared them when we mute our tv's, or is it the tv who does the sub-titles??

Subtitles come with the show. TVs can only display information.

Many TVs have the option to show closed captions when mute.
