Mystery 87.5 fm UK?

Question

I hear it in Ipswich i assume it is pirate radio, but whenever i listen to it i get a crystal clear signal then a load of static how come?

87.5 is right on the end of the band for FM and I'd bet that this is some broadcaster that's not supposed to be broadcasting  and they're doing it with home made or sub-standard equipment. I think that the carrier frequency is unstable and slips below.Does it come back after a few seconds?
