N.Y. State: Are catalytic converters mandatory on N.Y. vehicles being driven in N.Y.?

I dont live in new york but federal law states you have to have one

All vehicles registered in this country must be designed and built to pass certain emissions regulations, and the way most pollutants are handled is with the use of a catalytic converter. I have yet to see one on a diesel car but I've not been in the shop for some years now.
