NCLB certification?

I live in LA County in CA. I want to apply for a job in education but it says I must have a NCLB certification. How do I get this? Winner is one with most detail.

  1. NCLB certification means you are Highly-Qualified.

    HQ status means that you have completed an approved teacher education program at an accredited university. This includes meeting the univeristy's requirements to either become Elementary (K-3, K-6, or K-8), Secondary (7-12), or Special Education (K-12) certified. Usually, once you gradaute from your teacher ed program; your school will help you get your first teaching license from your college's state Department of Education (for example, I am a NJ resident, but went to college in TN so my teaching license is from the TN Dept. of Ed).

    Now, if you didn't go through a teacher education program; you will have to check with the state/county/district where you want to teach to see what is required to gain HQ status. Most likely you will need to have majored in the subject you wish to teach (to become a Secondary teacher) or have a variety of coursework (to teach Elementary or SpEd). You will have to pass a content-focused teaching exam (such as the Praxis and Praxis II) and have had an undergrad GPA over 2.75. These are the usual steps needed to enter into an "alternative route to licensure" program; ARL is where you work towards earning you license while you teach.

  2. There's not really a NCLB certification. Rather, teachers are supposed to be considered "highly qualified" by NCLB. Basically, this means you have to have taken enough credits in what you are teaching (usually the equivalent of at least a minor in it, though sometimes more are required). If you are applying for a job in the subject area you focused on in college and you have a regular CA license in that area, you should be fine.
