NEWCO manufactured 1989 model RC-28F

Question

We have a 1989 model NEWCO coffee maker model RC-28F serial no. 97729E which is not working properly. We pour water into the resouvour, it heats up, BUT the water does not travel from there to where the filter with coffee grounds it located. Perhaps we are missing a part? Do you have a diaghram of how the tubing at the tops should look like?
