NFL Offseason Coaching Update - Part 6 
Munchak isn’t telling how many candidates he spoke with before hiring 61-year-old Palmer as offensive coordinator. He wouldn’t say how many teams they requested permission to speak with their coaches either. League rules state that only contracted coaches who want to be promoted to head coach can talk to other teams.
Munchak has been meeting with Palmer over the past couple of days and hired him to the same job that he had with the Jacksonville Jaguars and Houston Texans. When the Cleveland Browns came back to the NFL as an expansion franchise, Palmer had been their head coach. He was also the quarterbacks coach with the New York Giants when they went to the Super Bowl.
He has also coached in the Canadian Football League (CFL) and United States Football League (USFL) in addition to the NFL. He had head coach of the Hartford Colonels in the UFL last season. His ability to groom quarterbacks is one that is much needed in Tennessee, seeing as his resume is filled with names ranging from David Carr to Mark Brunell to Peyton Manning. The team is supposed to release or trade Vince “VY” Young in the offseason and will be looking for a new quarterback in the NFL Draft or through a trade.
"The quarterback situation, we don't know what that's going to be," Munchak said. "He's been around a lot of great quarterbacks. He's done a great job developing a lot of guys in the league. He has a great demeanor for it."
The Titans have also announced the hiring of Frank Bush as linebackers coach to replace Dave McGinnis, who was promoted to senior assistant.
Bush had spent his last four years in the NFL with the Texans, the last two of which were as defensive coordinator, before being fired on January 3. He has been coaching in the NFL for 19 years, mostly with linebackers, and had been a teammate of Munchak when they were both with the Oilers.
It’s getting really hard to believe that you don’t have to be associated with the Oilers to get a job on Munchak’s squad.
So now that Bush will be handling the linebackers, McGinnis will be working with the defense. Munchak said that he had always been impressed by the physique of the players that Bush coaches and things that he will work well with Gray.
"He has done it all in this league -- coordinated, linebackers, special teams, defensive line -- so he will bring a lot to our staff," Munchak said of Bush. "He should be a resource to Jerry as well, in terms of understanding the offenses in the division. Frank is a high-energy guy that I think guys will respond well to.
