whats the difference between that and the public league????

In order to be part of a winner's league, you must demonstrate that you have won a previous league (hence, the name "winner's league").  In theory, a winner's league offers more of a challenge to its participants because everyone is a champion and knows what it takes to win a league.

In a regular public league, anyone can join, regardless of whether they've ever won a league or not.
