NO PICTURE WHEN SWITCHED ON

WHEN I SWITCH ON MY TV THERE IS A RED LED THAT BLINKS 7 TIMES THEN STOPS FOR A FEW SECONDS AND THEN REPEATS IT SELF. THE PICTURE NEVER SHOWS.
