NRI Business in India?

I am an NRI based in Dubai. I wish to start a internet biz(BPO - Medical Transcription). I wish to register a biz in India. However I will conduct the biz mostly on internet from Dubai. Is it possible for an NRI to own 100% stake in a biz or he or she needs a resident Indian as partner.
