NTSC DVD into PAL DVD How to?

I created a home video dvd that my cousin will want to play in Europe. From my understanding some European DVD players will play NTSC but I don't want to chance it. How can I convert NTSC DVD into a PAL DVD?

There are some programs out there that will load a DVD into your PC's memory, they will write it out in either format.
