NaCl-NaClO3 How does it happen?

I recently saw an article that stated that the electrolysis of a sodium chloride solution forms sodium chlorate. Does anyone have an explanation for this? Like what the solute would be, the material for the cathode and anode, and the gases released? Because I am confuse about exactly how this would work.
