  1. It's not a redox reaction.  The dichromate will convert to chromate ions (with no change in oxidation state):

    Cr2O7 2- + 2OH- -----> 2CrO4 2- + H2O


  2. The usual half reaction species will be Cr(OH)3, but for a full redox reaction there has to be a species oxidized.
