I can't speak intelligently about carom or snooker games, but my top five favorite (not best) pocket billiards (pool) players are the following in no particular order:

-Willie Mosconi

-Ralph Greenleaf

-Efren Reyes

-Irving Crane

-Johnny Archer

hard to answer if you mean poolplayers thats one thing if you really mean billiards that is another For the long haul in pool I would put Allison FIsher up against just about anyone playing now on her good days  Willie is and always will be my man and Ralph Greenleaf is also high on the list.  So many others has had good runs and some good times for awhile but staying up in the top takes more than just that. good question though as it always gets people hot under the collar since you forget to mentin so and so or you mention so and so and they don't think so ....thanks that was fun..........ps would have to include Jimmie Caras  I shot an exhibition game with him once and he was trully amazing with what he knew and could do that year he won the nationals so it was a real treat for me to have met and played with him
