  2. Funny, congressmen has violated so many provisions, I can hardly remember them all. (This applies to the Philippine Congress only ).

    1.They violated their pledges while taking their oath of office. They swear that their allegiance is to the Republic of the Philippines. On the contrary, right after taking their office, they behave as though they are the masters, rather than public servant, who are suppose to make public service paramount in their agenda.

    2. They do not exercise prudence in public spending. Extravagance and ostentation is the name of the day. They squander millions and millions for travels abroad, unproductive projects, and so many cash advance by the millions of pesos that were not justified, and have no official receipts or bills.

    3. On moral background, some of our congressmen have concubines. Some involve themselves with high-class prostitutes.

    4. Many congressmen junket abroad together with our president, PGMA, at the expense of tax payers. Where on earth do you find a group of government official travelling abroad spending $1,500,000 in just ten days?

    5. The function of the Legislative branch (Congress) is strictly to enact laws; here in the Philippines, they set aside pork barrels by the millions of pesos funds for their so called “pet projects”. And this is where corruption emanates.

    6. Abandonment of duty. Majority of our Philippine Congressmen, once elected, seldom attends the session. They receive pays but seldom attend hearings in the congress hall.

    7. Majority of congressmen are subservient to the President, PGMA. What is supposed to be separation of power, turns out, that these congressmen, accepts bribe from the President office, which was documented by our local T.V.

    8. Many congressmen, thru their surrogates like wives, children, relatives, and friends, engages on government contracts, which is strictly prohibited by law.  

    No wonder, our government is branded as the 3rd most corrupt among other countries. Hurray!

    1 The Privilege of the Writ of Habeas Corpus shall not be suspended,

    unless when in Cases of Rebellion or Invasion the public Safety may

    require it.  (limit on Habeas Corpus, which our last congress gladly said we did not have and the supreme court said they can't do that cause we are not in a declared war)

    2 No Bill of Attainder or ex post facto Law shall be passed.

    (can't make taxes be owed before the law was passed)

    3  No Capitation, or other direct, Tax shall be laid, unless in

    Proportion to the Census or Enumeration herein before directed to

    be taken.*  (no income tax, but we are currently in violation of this part of the constitution, because the income tax amendment thinks it overrules it, but it does not overrule our constitution, hence the debate on the legality of income tax).
