Name of picture effect?

theres a really kooll picture effect that once youu add more to the pic, it turns a bright orangeish &+ in some darker areas a blackishh

look at this pic &+ see if youu knoe wahtt i mean...

Looks like someone in Photoshop did:

Gaussian Blur (set to 5.0) -> Fade Blur -> Choose "Hard light"

Yes. That's called contrast. Sometimes to get the right effect with contrast, you have to also change the brightness level, but the more contrast you have in a picture, the more vivid the bright colors will be.

It looks like you're changing the color saturation level (increasing it)

They used a regular household light  bulb  for the lighting, they have different color  temperature  than photo flood bulbs.  And that is why the orange  color cast.
