What is the name of the stamp that leaves impressions in the paper rather than ink?

Most "dry" embossings --see the other kind of embossing below**-- are made with stencils (usually brass, but others can work), not stamps.  I assume there are some stamps which would be hard and thin enough to emboss paper but as mentioned would probably need to be used in a press of some kind (perhaps metal stamps) to create enough force.

    The idea for regular embossing with a stencil though is to put a sheet of paper face down onto a fairly soft surface, then place the stencil over it; draw/press around the inside of the stencil shape with an "embossing" tool (which is basically a rod-like tool with a round metal ball on the end--they can be found in any craft store).  

    That will cause the entire shape that was the "hole" in the stencil to be depressed in the paper, so when the paper is turned back to the right side, the image will be raised or "embossed."  Most stencils have many small areas too (rather than just one large one) which will be drawn around and embossed before removing the stencil so that a complex design can be embossed.

    P.S.  The other kind of "embossing" is different... it involves applying a sticky substance (like slow-drying ink, glycerin or even ball point pen ink) to a sheet of paper (with a stamp or drawing tool of some kind), covering the sticky lines heavily with a special heat-sensitive powder called embossing powder, then tilting the paper to remove the excess powder that isn't sticking to the ink lines.

    When this kind of powder is heated in the oven or with an embossing gun, it will melt in place then harden as it cools leaving behind the slightly raised and colored image of whatever was stamped or drawn/etc.  (embossing powders come in all kinds of colors as well as metallic colors)

That kind of stamp is called an 'embosser' ... it embosses things, or makes them 'rise up' from the regular surface of the paper.  They also emboss fabrics on occasion, but I prefer the embossed paper to embossed fabric.  The fabric just looks like it needs ironing for some reason, while embossed paper just looks 'rich.'  If you want to emboss paper without an embosser, get a piece of sharpened wood and cut off the sharpest part.  Put the paper onto a soft surface, like styrofoam or hard foam rubber, and 'write' or draw what you want ... but since you will be working on the 'back' you'll have to do any lettering backwards to be able to read it after it's embossed.  Have fun, and good luck finding a good embosser.  Try a store that deals basically in rubber stamps ... they have more 'craft' stuff for paper than any normal craft store or office supply store.
