Name remove from car title in VA?

Question

Does anyone know how I get someone's name off a car title if the person won't sign it in VA? I'm the only one the car loan. The car title, point-of-sale and registration are in my name and the SOB who won't sign the car title. I've talked to my lender and DMV about it and no one seems to know what they are talking about. I'm hoping that someone who lives in VA who has had this problem can help me out and give some direction. I'm tired of going around in circles. DMV website wasn't helpful either.

I'm not real clear about the above. Does this mean you are both listed as owners on the title?

If so, how did the SOB get their name on the title?

If it is there legally, there is nothing you can do to remove it until and unless he signs off
