It is called a "hobo" or a "sling" bag (if the shoulder strap is long enough to go across your chest where you are hands-free, the bag shape is considered a "sling" and not a "hobo").

If you mean the term for it, then it is a blue slouchy hobo.

If you mean the designer, well, I have no clue.
