I don't understand how anyone can omit Tony La Russa from this list. He is third on the all-time wins list and has a .535 winning percentage. He's taken teams to the playoffs countless times and has won two World Series with small market teams. He has changed the way that mangers use their bullpens, and now he's changing where managers consider batting pitchers in NL lineups. He's had a bigger impact on the game than any other active manager. And just look at what he has done with the Cardinals this year, a team that was widely expected to have a terrible season. And no, I don't think that Torre is one of the best managers in the game -- definitely not top 3.
