If your bird is a juvenile, under the age of 6-9 months, you will not be able to determine s*x - yet.   All juvenile cockatiels have female markings until they have their first molt at 6-9 months.

If your bird is an adult, you should be looking for horizontal lines across the longest tail feathers, visible while your bird is facing you.

Your bird is a whiteface lutino mutation.  Because all pigment is removed with this mutation, the banding will be extremely faint.  The only way you'll be able to see it, is if your have bright light, like sunlight, directly behind the bird.   The barring will appear as faint cream colored stripes, across the feather, about every 1/4" or so.

Adult females have tail feather barring - males do not.

Best of luck to you and your new bird!
