Look, your interpretation is a very good one. Although i feel like that there could be other options. Take Louis XVI for example, he ruled right up to the Revolution and he at one time, because of the roots planted by Louis XIV, did have much control.
Also, the fact that he mentions the puppet king clearly points to Louis XVI as well, for he was the puppet king that eventually had to listen to the demands of the people and the new third estate. I don't know, Napoleon is a very plausible candidate, but i also think that Josh Martin is in someway applying these words to his own life. That may seem obvious but it needs to be said.
