Naruto Question: Everybody knows that the leaf village is strong, but the cloud village has 2 bijuu?

The leaf village has only 1 jinchuuriki but the cloud village has 2 jinchuuriki. Should'nt the cloud village be stronger?

No,although it is true that the cloud village have two jinchuuriki's there could have been a possible reason for this. From the start the 1st Hokage had control of all nine bijuu and had sent them to each village has a sign of trust and as a balance of power,however its possible that the cloud village was weaker then most of the other villages and needed a balance  of power and had sent another bijuu there. Also it's possible that one of the jinchuuriki was not from the cloud villages originally and had came there and they accepted them.
