Now, in my opinion, there's no who's weak or not:
Team 7:
Naruto is not weak, he could be pretty creative with his moves, such as shadow clone jutsu, and he HAS improved. Sakura wasn't useless, her intelligence played a role, and turned things to her favor, to adjust the fact she wasn't strong physically until post time skip. Sasuke is just hax.
Team 8:
Hinata is SHY, not scared if it comes to protecting her teammates. SHY and SCARED are two different things. Twin Lion Fists seems like something you shouldn't underestimate.
Kiba: His speed and double combo with his ninken, Akamaru kills.
Shino: Judging from the Databook stats, he's not one for hand to hand combat, so he plans and uses his bugs, so his intelligence plays a role.
Team 9:
WOAH, WOAH, WOAH WHERE DID TENTEN BEING THE WEAKEST COME FROM?!?!
Yeah, yeah, Tenten is my favorite female character along with Temari and Sakura, but I'm not JUST judging her from favouritism. She throws weapons, but her taijutsu, again, referring to her stats, are the highest, alongside with Hinata who SPECIALIZES in taijutsu. Even though she scores lowest in taijutsu on her team, it cannot be taken lightly, seeing the way she handles her weapons, and the way she controlled and jumped and danced in the air in the battle against Temari, I see some signs of flexibility and gracefulness, but that's my opinion. Even again, scoring lowest, taijutsu of 3.5 out of five cannot be taken lightly, it's better than SAKURA'S, who has superhuman strength, and is useful if her taijutsu is at a fair level. Plus, she's the FASTEST of the kunoichi, giving some signs of being evasive. Hasn't really been shown in the anime/manga, but it seems logical. Sure, Neji's kaiten blocks her weapons, but if Tenten went for close up, and summoned a wooden weapon (in the fight with her and Raiga), that's a whole other story. A weapon master with a weapon cannot be taken lightly. Lee specializes in close combat, so Tenten will have to fight at a mid or long range, and due to Lee's speed, he can dodge her weapons, but that doesn't mean she's weaker. She can just do the same, and fight with the wooden weapon, but be extra precise.
Neji: The prodigy, hands down he's strong.
Lee: Strong too, but if he fought Tenten, he could still win, depends on luck. If he's not careful, Tenten would win, hitting pressure points (her intelligence is not as high as Sakura's, but it's fairly high), but if he concentrates, he could win.
I proved my point on Tenten being the weakest or not. This team is balanced, and Tenten is NOT weak, nor the weakest in this team, if she plans with precise timing and effort, she could even surprise Neji, maybe or maybe not defeat him.
Team 10:
Ino: I just personally have something with her, I can't quite pinpoint what it is, but she's weak. Judging from her stats, her taijutsu is poor. Everywhere else, she's pretty good, but the anime and manga has shown no signs of elemental jutsus, just the ones passed down from her clan. Those either: 1) Reqire her to be stationed
2) Goes hand to hand with Shadow Imitation
And if she misses, it leaves her body free to be attacked, so her moves are more useful for teamwork, but extremely difficult in solo combat. Even if she gets in, someone's willpower could be strong like Sakura's. Inner Sakura is portrayed, while others hasn't but inner self are merely a character who states things the mind often does, so everyone has an inner self, just whether if the anime/manga shows it or not.
Shikamaru: He's not much of an offense person, but his intelligence and IQ allows him to analyze and plan ahead, and turning things to his favor. He's quick at running away, as noted by Temari in the Chuunin exams, making him evasive.
Choji: He is portrayed to not have very good control when attacking, seeing him spinning but missing or going berserk, but if he lands a blow, it's got to hurt.
Sand Siblings:
Temari: Again, no favouritism here, but Temari is offense AND defense at the same time, but while attacking, it leaves her free to attack for 3 seconds or so, and that gives some leeaway.
Kankuro: He deals with puppets, so if you get close up on him, he is pretty much goner. But because of that, he's REALLY skilled with puppets, probably even on par with Sasori.
Gaara: He was strong, but only because the Shukaku did alot of things for him, shielding him using sand, but after it was extracted, Gaara, unuse to it, wouldn't be weak, but not as strong as before.
So, there's people who may seem weak, but there's really no weak person. Like many has said Tenten and Ino are the weakest, but what would have happened if Tenten decided to go hand to hand combat with Temari, what would happen? What would happen to you if Ino got into your mind and knocked you unconscious from the system internally? What happens if you match up Tenten with Sakura, regardless of pre or post time skip, if Tenten is close AND long ranged fighter, leaving Sakura unable to attack.
