He doesn't wear one. Probably because when he was first shown he didn't care about anything but himself, so logically he didn't care about the Sand.

(Spoilers)

Later on when he becomes Kazekage, he does care about the villiage but still does not wear a headband, most likely because the artists didn't want to add one to his costume.
