In dbz all the fight actions are almost the same and there fights look slow.But in naruto they uses different skills and thus it has good fighting scenes.

dbz has more fighting but naruto have more fight that you can actually see, not just lines and quickly moving camera angles

DBZ has no plot, and has no character development because most of it is fighting action.

Naruto does have fighting action in the story, but half of naruto is just naruto crying and whining about sasuke.

DBZ is a full fighting action kinda anime.

DBZ has more fight time but seeing as how each fight takes 15 episodes to get though naruto has more fights.  As far as good quality fighting action well both lack any quality.
