I assume that you are talking about the USAV levels for girl's qualifiers and national championships.

For nationals, the ratings are as follows:

Open is the highest

National

American.

Many qualifiers have Open and Club.  Open is the highest.

I saw one qualifier that also has Select.  They have Open, Club and then Select in order.  

You can get a Regional bid to nationals, but they have to pick Open, National, or American as their level of play.
