Natural gas BBQ hookup. I have a natural gas line for the bbq hooked up by the builder on the side of my house

But I can't get the cap open. Any suggestions. I tried the wrench but it didn't work. I need to open the cap to hook up my gas line that came with the bbq.

The penetrating oil soak over night is a good idea. Then use a pipe wrench with a cheater pipe to extend your leverage. be sure to back it up in the other direction with a second wrench to prevent it from turning in the wrong place. If the pipe is a threaded joint. then the cheater bar will do the trick. Be sure you turn off you gas at the main or meter while you work on the lines.

Penetrating oil and rap it lightly with your wrench if it is rusted.

Just a thought but sometimes those things come with a left handed thread.  You may be turning it the wrong way.
