  1. That article was in my newspaper. It is because a blind person usually relies on sound and toucwhen walking. If he cant hear something, then he is at risk of being hit. Its a odd idea but it has a point.

I have always felt near-silent cars are a hazard for all pedestrians.  Do you ever walk?  Even if you aren't consciously aware of it, your senses, including sight, hearing, and smell, are constantly detecting your surroundings and evaluating your safety.  We're used to hearing and smelling vehicles as well as seeing them.  All pedestrians would have to learn new habits if quieter cars become the norm.

  3. If they cross at intersections with signals, it shouldn't be a problem whether it's a hybrid or a bicycle.  The crossing lights also have sounds that let people know it's safe to cross.  It may be a problem in small towns without the pedestrian cross walks.
