Hotels are a little hard to come by with the World Cup.

You should check the following websites, I entered your dates and found doubles and single rooms available in Cologne=Koeln=Köln anywhere from €100-200+/night.  If for some reason you can't find accomodations in Cologne, try Bonn (found singles and doubles there as well) which is about 30minute ride by train - you could use the "SchönerTagTicket Nordrhein-Westfalen (Nice-day-ticket North Rhine-Westphalia)" for individual or group for 1-5 people which cover all local public transport in this state.
