Source of finance / Investment would be by 'Public' in launching & constructing a Large Scale Township Project. In need of steer direction from Real Estate Investment Consultant.

Details: We've a Private Ltd. construction company registered and established in 1992. Wish to go for a Large Scale Township Project. In this regard I would like to have deposits from 'Public'. What are the regulatory acts / govt. acts/etc. concerned to the said issue for implementation? And in what way the existing company needs to be reorganized? A stepwise guidance with the relevant data would really assist us.
